IDS-DRR evaluates flood risk by analyzing how environmental threats interact with local community characteristics and administrative support to provide a holistic view of regional resilience.
Overall Risk: A composite metric representing total disaster risk, calculated as a function of hazard, vulnerability, exposure, and government response (coping capacity).
Hazard: The potential intensity and frequency of physical events—such as extreme rainfall or river overflow—that may cause loss of life or property.
Exposure: The measure of people, infrastructure, housing, and other tangible human assets located in flood-prone areas.
Vulnerability: The socio-economic and physical factors that increase the susceptibility of a community to the impacts of a hazard.
Government Response: The administrative capacity and resources—such as infrastructure projects or emergency funds—available to reduce risk levels or mitigate disaster effects.
